He plays a central role in shaping the sector’s response to legislative reform and is closely involved in discussions surrounding the Renters’ Rights Act, bringing a detailed understanding of policy and its real-world implications.

David has almost 20 years’ experience in the property industry and is a recognised expert in lettings law and compliance. Most recently he served as Rightmove’s General Counsel, as well as a Board Director of Rightmove Landlord and Tenant Services, a specialist tenant referencing and insurance provider as well as Rightmove Financial Services, an FCA-regulated mortgage intermediary. This was following almost seven years at the helm of the property industry’s professional body, Propertymark.
David has extensive experience in political lobbying and has led many successful campaigns; including mandatory Client Money Protection (CMP) and the Regulation of Property Agents (RoPA). Previously, he was a Board Director of the Tenancy Deposit Scheme (TDS), Money Shield and Propertymark Qualifications. A Barrister-at-Law, David was called to the Bar of Lincolns Inn in 2006.

Guy Horsington is a Senior Civil Servant in the Ministry of Housing, Communities and Local Government. He has worked in a range of departments including the Cabinet Office, the Department for Business and Trade, and the Department for the Environment, Food and Rural Affairs.
Throughout his career he has worked on landmark legislation from introducing civil partnerships to a new system of agricultural payments following Brexit. He now leads on the changes to the private rented sector as set out in the Renters’ Rights Act 2025.
